Public hearings according prison’s healthcare issues in Moscow

Public hearings according prison’s healthcare issues were held on 19 February in Moscow in the conference hall of “Russian Abroad House”. On the hearings the results of regional public supervisory committees activity in 2014were presented. About 70 participants were invitedfor hearings: representatives of 19 regional committees, human rights activists, journalists, representatives of Ombudsman’s office, federal public authorities, General Prosecutor Office, Ministry of Internal Affairs, Federal Penitentiary Service and Ministry of Health Protection.
The chief of the Department of Healthcare of Federal Penitentiary Service of Russia (FPS) Sergey Vorobey reported that the main problem in penitentiary system settings according in point of health care issues was HIV. In 2014 number of HIV-infected prisoners reached 59 532 persons. Every year 7 thousands HIV-infected persons come in the Temporary Detention Centers. 4 097 prisoners died in 2014. HIV is on the third place as a reason of death (19,4 %). Cardiovascular diseases are on the first place (23,5%). On the second place there are other diseases (22,4%). Bodily injuries and poisoning are on the fourth place (16,2%). Oncology is on the sixth place (10,9%), TB is on the seventh (7,7%). There is splendid 1,78 billion rubles for purchase of medicines for treatment of HIV.
According to the data of the FPS number of prisoners who have been releasing on the ground of their diseases has been decreasing. There were 2220 prisoners, who were proposed to be released in 2006, and 61% of them were discharged. In 2009 the number of discharged persons was increased by quarter and 47,8% from 2 776 prisoners, who were proposed to be released, were discharged. In 2011 46,7% from 3 886 prisoners were discharged. But in 2013 28% from 3853 prisoners got out, in 2014 - 24,3% from 3 758 prisoners.63,7 % of died prisoners died in the hospitals of the FPS.
