The system of submitting applications for legal aid for people, effected by HIV

The system of submitting applications for legal aid in cases of violations of rights of the people, effected by HIV has been working on the site of the Regional HIV Legal Aid Network http://hiv-legalaid.org. Rights of people, living with HIV, injecting drug users, patients of substitutional therapy, representatives of LGBT community, sex workers, detained persons and prisoners are in focus.  

An application can be submitted as by any person, which rights have been violated or can be violated, as by his representatives, relatives or other persons which have a contact with the victim and/or have any information about the violation. The applicant’s personal information and all the information provided by him/her  must not be shared and got the third persons without the applicant’s consent. This rule is settled in the Code of Conduct and is observed by all the organizations – members of the Network.

The application submitted on the site is sent to the lawyer of the organization, located in the same region as the applicant. The consultation should be given for each applicant: the information that the applicant can use to prevent the violation of his rights or protect and restore the rights that have been violated. In the case of need and resources availability the lawyers of the organizations provide legal  support in the national and international bodies, including healthcare establishments, law enforcement organizations, penitentiary system bodies, national courts, the European Court of Human Rights, UN Committees.

There are 28 nongovernmental organizations from 9 countries – Russia, Belarus, Moldova, Ukraine, Georgia, Kazakhstan, Kyrgyzstan, Azerbaijan, Armenia joined in the Regional Legal Aid Network. There are the professional lawyers in each of the organizations, that have a successful experience of the human rights’ protection in the national and international bodies.
